According to strategic orientation for the development to 2030, Hanoi will rate over average mark among 150 cities having the largest economic size in the world, GDP per capita will attain 11,000 – 12,000 USD and the traffic jam will be solved.

The development strategy for economic and society of Hanoi in 2030 and the vision to 2050 are reported in 19th Conference of the Communist executive committee in April 07 morning of by Hanoi People’s Committee. Estimating to 2030, the population of Hanoi will be 9,4 millions, in there, urban population will be 6,4 millions.

The orientation of Hanoi to 2030 is the end of traffic jam. The structure system of transport infrastructure is synchronous, legitimate and modern. In that time, total indigenous product yearly attains 9% - 10% in the period 2011-2020 and 7.5% - 8% in the period 2021-2030.

“This is the very important project orienting the development of Hanoi in the next years, this is also the declaration of City Communist for Hanoi’s image in the eyes of Vietnam and the world in the future”, pressed by Mr. Nguyen The Thao – Chairman of Hanoi People’s Committee.

“The key content of strategy is the orientations, points of view and directions of development priority in all sectors, also express the connection between national development strategy and regional development strategy”, said by Mr. Pham Quang Nghi – Secretary of Hanoi Party Committee. 

The project of Hanoi People’s Committee also defined some breakthrough strategy: constructing the modern and high effective model of management urban, especially enhancing the administrative reform.

Further more, Hanoi is defined to modernize and synchronize the infrastructure structure of urban with the fast development of high-quality human resources. It must develop quickly the satellite urban in order to create a new space for the development and reduce the pressure for central urban. 

Some solutions presented are: reforming the capital government according to the streamline, modern and effective model; constructing the leader ship with the talented and righteous from city level to local level. 

The project also suggests creating a specialized institution to construct and develop the infrastructure. The leader of capital supervises directly, is responsible for construction and planning management, and organizes the resources realizing the strategy.

The project also shows causes of negative side of the city during the last time: lack of long-term strategy and planning in sync. Hanoi lacks the effective – legitimate model and method in order to enhance the economic grow rate. Institutionalizing slowly the state law with the system of specific preferential policy for capital.

Moreover, the resources develop limitedly, used dispersedly and not focus on solving problems effectively and in time.
