At the Question Session of the 2nd of the Hanoi People’s Council Meeting the XIVth on July 14th, some delegates said that Hanoi has invested to build more passenger tunnels and overpasses to make traffic safety in the area.

   However, many projects such as the tunnel on Pham Hung Road, Khuat Duy Tien Street, the intersections at ngã tư Sở, passenger overpasses on Giang Vo, Tran Khat Chan, Dai Co Viet street ... not to promote desired effect, wasting and burning people. This proves the needs survey for pre-construction is not careful.

   Explanation on this matter, Vice Chairman of  Hanoi People’s Committee Mr. Nguyen Van Khoi said the city has 18 passenger bridges, the Department of Transport took delivery of 12 bridges from the Management of  key projects of Hanoi Urban development, is expected to take over management on July 2011. There are 25 passenger tunnels in Hanoi , The Department of Transport  manages and desploit  11 pass funnels, Management of Thang Long project carries out 09 other ones, and the Department of Transport takes over  05 funnels left but not yet exploits.

   According to Vice Chairman Nguyen Van Khoi, basically the construction and putting into operation the pedestrian bridge, the tunnel motor and pedestrian tunnel has met the travel needs of the people. The number of users increases, contributing to reducing traffic congestion and limited road accidents and improve urban traffic culture.

   However, people is not in the habit of using pedestrian bridge and tunnel because the part of traffic participants have limited the sense of observance of traffic law, people do not usually use pedestrian bridges or tunnels, traffic disruption, potentially unsafe traffic and loss of the urban landscape, while the propaganda guide how to use bridges and tunnels which were too little, sanctions for pedestrians are not strict, the infrastructure is not match the tunnel (such as subway, buses, supermarkets, amusement parks. ..) that why pass tunnel  do not use at full capacity.

   In the future, the urban transport network is growing along with urban growth, the use of bridges and pass tunnels will rise which is the inevitable trend of modern urban and tunnels have and will maximize efficiency.

  To make the bridges and tunnels into effective use, Hanoi People’s Comittee  has directed the Department of Transportation building norms, maintenance, maintenance of the tunnels and bridges; ensuring clean, bright and usual maintenance, regularly to facilitate the pedestrians; coordinating with city police and related sectors to strengthen treatment for irregularity traffic participants; also actively propagate and mobilize for traffic participants  using bridges and tunnels, contributing to promote the efficient system of bridges and tunnels.
