Implementation of the development of  public passenger transport by bus from 2011 to 2020. After approved by the Chairman of the City People's procurement plan and the Director of the Department of Transport approved engineering design, bidding documents as decentralized Decision No. 113/2009/QD-UBND of the HPC.

September 10, 2012, Bid opening Ceremony was held in Department of Transport, this bid package provides public passenger transport service for 02 new bus routes No. 61 and 62.

Joining this ceremony with representative board the Hanoi Department of Transport, Hanoi Urban transport management and operation centre with 08 corporations: Hanoi Passenger Transport JSC., Transerco, Dong Anh transport trade and service JSC., Hung Thanh Co., Ltd; Duc Thang JSC., Bao Yen Tourist Construction services Co., Ltd; Bao Chau Service and Transport JSC., Thanh Xuan July 27 JSC..
