Afternoon of 17 March, in the meeting with Hanoi, Prime Minister Nguyen Tan Dung agreed with suggestions of traffic jam prevention as increasing registration and circular fees for private vehicles in Hanoi.

Traffic jam is hot subject in the meeting of the leader of government and leaders of Hanoi .  According to Hanoi Party Committee Secretary Pham Quang Nghi, the traffic jam turns into the problem affecting society, safety and security. Therefore, reducing private vehicles also protects the rights of car owners, because they cannot find the parking, though they have got the car.  

Chairman of the People's Committee of Hanoi Nguyen The Thao suggested solutions in order to prevent the traffic jam: enhancing investment in traffic infrastructure, constructing the tram system, relocating enterprises that cause polluted out of the inner city, reducing private vehicles.

 

In the meeting, PM Nguyen Tan Dung highly appreciated solutions of Hanoi during the past time, the number of traffic jam points was decreased from 124 to 60.

Prime Minister agreed that Hanoi and Ministry of Police would compile new regulation in management of habitants, limiting immigration of habitants to the city center. At the same time, Ministry of Finance has responsibility to research on mechanisms, policies in order to reduce and reject step-by-step some kind of private vehicles as: increasing registration, collect circular fees for private vehicles in Hanoi, create the revenue source in order to invest in infrastructure.

The leader of government confirmed that, traffic violations would be published more harshly than now. Decree on punishment of traffic violations will be signed for promulgation within the next days. Furthermore, Prime Minister will promulgate specific punishment regulations in capital in order to increase the deterrent effect to violations of order & security, safety transport, sanitary & environment...  

Prime Minister also supplies concrete guidance departments and Hanoi People’s Committee to promote the priority construction in order to reduce traffic jam and also prepare the prospective projects, finding investment funds and Hanoi is entrusted to be an investor for Tu Lien – Hong Ha bridge project. 

“It is too long for projects 2020 to waiting ODA funds, so the government ready to guarantee for investors if intending to issue bond overseas”, he confirmed. 

Prime minister agreed that Hanoi would create Fire prevention and fighting Department in order to meet requirements of fire fighting in a large area.
