An activity plan of road safety in 5 years (2011 – 2015) has just launched within the framework of The Project for Traffic Safety Human Resource Development in Hanoi (TRAHUD).

Traffic infrastructure; traffic management and organization; treatment and enforcement; education, propaganda and institutional reform, resources are 5 key sectors focused on improvement of a plan of activity.  

Hanoi needs 66 million USD equivalent to 1,200 billion VND in order to make a habit of compliance with laws for people participating in traffic, decreases 7% of traffic accidents and traffic accidents mortality.

According to structure of transportation infrastructure of 75 interchanges suggested, Hanoi needs more than 441 billion VND in order to maximize the capacity of intersection, reduce traffic jam, ensure safety of vehicles and people participating in traffic through improvement of traffic intersections, treatment of accident-prone, improvement of infrastructure for pedestrians and development of infrastructure composition of public passenger transport.

On organization and traffic management, separating lane is known as the best plan to improve traffic in Hanoi .

According to the calculation of TRAHUD, Hanoi needs 385,4 billion VND for that work. 359,4 billion VND is needed to enhance treatment and enforcement, include: modernizing the forces, strengthening the ability of the control center and enhancing statistic and data analysis of traffic accidents.
